Dubai Islands Property 2026: Bay Estate Launch vs Bay Villas Resale, What Each Really Costs and When You Get the Keys

Aerial photograph of turquoise water, small islands and the Dubai skyline from above

Nakheel’s Bay Estate is the newest villa and townhouse launch on Dubai Islands, and the first thing a buyer notices is that nobody agrees on the basics. One broker page says a three-bedroom townhouse starts at AED 5 million. Another says AED 5.5 million. Nakheel’s price sheet, as reproduced by brokers, says AED 5.9 million. Payment plans are quoted as 60/40, 80/20 and 25/55/20. Handover is quoted as anywhere from 2028 to January 2031. If you are researching Dubai Islands property right now, those gaps are the story.

This guide lays out what each source actually says, compares Bay Estate with Nakheel’s earlier Bay Villas project on the same group of islands, looks at where apartment prices on Dubai Islands stand, and ends with a checklist for the moment before you pay an expression-of-interest (EOI) deposit. Where sources disagree, we show the range rather than pick a winner.

Quick answer: what is Bay Estate and what does it cost?

Bay Estate is Nakheel’s first community on Island E of Dubai Islands: about 357 townhouses and villas plus 60 villa plots, with average prices from AED 5.9 million per Nakheel’s price sheet as passed to brokers. The 60/40 plan means 20% on booking, further instalments from March 2027 to April 2029, and 40% on handover, which Nakheel is reported to estimate for January 2031.

Three cautions apply. First, Nakheel had not published a public price list at the time of writing, so most figures come from sales material given to registered brokers, as M&M Real Estate also notes. Second, older or competing broker pages still show different prices, plans and handover dates. Third, the yield and growth claims circulating online are marketing projections, not guarantees.

What has Nakheel actually said about Bay Estate?

Nakheel’s own public description is short on numbers. A trade report dated 6 October 2026 (MEConstructionNews) describes Bay Estate as a gated waterfront community of about 360 three- and four-bedroom homes, with garden villas, attached villas and townhouses, plus beachfront and waterfront plots. It names three collections: Cala, Verda and Agora. The masterplan covers 653,709 square metres with 2.4 km of beachfront and 6.5 km of waterfront, and is planned for more than 12,000 residents at full completion. That report does not state prices or a handover date.

For Dubai Islands as a whole, the same report gives an area of 18.6 square kilometres across five islands, planned for more than 230,000 residents and about 62,000 homes.

Everything else, meaning prices, instalment dates and the handover estimate, comes from broker pages that say they are quoting Nakheel’s sales material.

How do the Bay Estate prices compare across sources?

The unit mix is consistent across sources, but the headline price depends on which page you read. The table below uses the price sheet reproduced by Truhauz and DealDeed, with unit counts as listed on those pages.

Unit type Homes Average size (sq ft) Average price (AED) Implied AED per sq ft (our calculation)
3-bed townhouse 98 about 3,055 to 3,085 5.9 million about 1,910 to 1,930
4-bed townhouse 78 about 3,513 to 3,546 6.9 million about 1,945 to 1,965
4-bed attached villa (G+1) 66 about 3,688 to 3,694 7.2 million about 1,950
4-bed plus attached villa (G+2) 68 about 5,257 to 5,262 8.9 million about 1,690
4-bed garden villa 47 about 5,200 10 million about 1,920

Prices are Nakheel’s averages by type, so an individual unit will differ by position, orientation and size. The per-square-foot column is our own arithmetic from the averages, not a figure published by Nakheel.

Now the disagreements:

Source 3-bed townhouse Payment plan Handover
Truhauz and DealDeed (Nakheel price sheet) AED 5.9 million average 60/40, with 20% on booking and 40% on handover January 2031 (estimated)
Property Finder new-projects page From AED 5 million 25/55/20 December 2029
Haus51 guide (dated 21 September 2026) AED 5.5 million indicative 80/20, reported as 15% down, 65% in construction, 20% on handover 2028 to 2029

The pages with the most granular detail, including dated instalments and unit counts, match each other and also match the 60/40 and January 2031 figures in the M&M Real Estate report. The earlier pages appear to predate the final sales material, and one of them (Haus51) says explicitly that expressions of interest were not yet being accepted. Treat the lower price points and earlier handover dates as superseded unless Nakheel or an authorised agent confirms them in writing.

The plots are also quoted differently. Truhauz lists waterfront plots at an average AED 18 million and beach plots at AED 20 million. DealDeed lists AED 17.5 million and AED 19 million. Plot sizes are consistent between them at roughly 7,800 to 11,060 sq ft for waterfront plots and 7,650 to 9,570 sq ft for beach plots.

How does the Bay Estate payment plan work?

Under the plan reproduced by brokers, a buyer of a home pays 20% on booking and 40% on handover, with 40% spread across seven instalments in between. The schedule listed on both detailed pages is:

  • 20% on booking (October 2026)
  • 5% in March 2027 and 5% in August 2027
  • 10% in January 2028 and 10% in June 2028
  • 5% in November 2028 and 5% in April 2029
  • 40% on handover

For villa plots the plan is different: 20% on booking in October 2026, 15% in March 2027, then 13% in each of September 2027, March 2028, September 2028, March 2029 and September 2029.

The detail that deserves attention is the gap between the last instalment in April 2029 and the estimated handover in January 2031. That is a long stretch with no payments due, and a very large 40% balance arrives at the end. If you plan to finance that balance, ask a mortgage adviser how lenders treat the completed unit, and what the loan-to-value rules will be when the time comes. We cover how payment structures differ in our guide to off-plan payment plans in Dubai.

What is the EOI process for Dubai Islands property, and what is the deposit?

The reported EOI deposit is AED 100,000 and is refundable if no allocation is made, but the process is first come, first served. According to DealDeed, EOIs opened on Friday 25 September 2026. It reports these terms:

  • EOIs are lodged only through Nakheel’s broker portal by a registered broker, one EOI per transaction.
  • The deposit is paid in the buyer’s own name. Third-party and broker cheques are not accepted.
  • Allocation follows the date and time of submission together with payment, and incomplete or part-paid EOIs rank lower.
  • On 1 October, brokers were told that villa plot EOIs were closing soon.

An EOI is not a sales contract. The price, the payment plan and the handover estimate are fixed only when a sale and purchase agreement (SPA) is signed. Until then, the figures above are indications. The DealDeed page also states that the 4% Dubai Land Department registration fee is payable on top of the price “unless Nakheel’s launch terms say otherwise”, and that service charges are not stated. Ask for both in writing before you commit.

How does Bay Estate compare with Bay Villas on Dubai Islands?

Bay Villas, on Island B, is the closest Nakheel comparison, and it shows how much the same group of islands can differ by project, plan and date. Bay Villas was launched earlier and has an active resale market. The details below come from broker and portal pages, and they conflict in places.

  • Launch prices: developer-style listings give a launch price from about AED 4.0 million for a three-bedroom townhouse of roughly 317 square metres, rising to AED 13.8 million for a five-bedroom waterfront villa of about 622 square metres.
  • Payment plan: the same listings describe a launch plan of 15% on booking, 65% during construction and 20% on handover. A later phase is described as 70/30. A Property Finder listing for a waterfront six-bedroom villa also says 70/30.
  • Handover: most listings say Q2 2027 for the original phase. That same Property Finder listing says its handover is June 2029 “per current schedule” and, in its project summary, still shows a delivery date of Q2 2027. In other words, the listing contradicts itself, which is exactly why you ask for the SPA handover clause and not the advert.
  • Resale prices: M&M Real Estate cites Dubai Land Department data putting the Bay Villas townhouse resale midpoint at about AED 1,529 per sq ft, and says Bay Estate townhouses and garden villas cost 11% to 39% more per sq ft than 2026 Bay Villas resales. Our own arithmetic on the Bay Estate averages above gives roughly AED 1,690 to AED 1,965 per sq ft, which is consistent with a premium in that range, though M&M’s exact method is not something we could reproduce.
  • Listing depth: Property Finder shows hundreds of active Bay Villas sale listings (246 when we checked), with asking prices from AED 4.9 million to AED 55 million. Asking prices are not sale prices.

A broker guide (Haus51) cites Bay Villas launch prices of about AED 2.5 million to AED 3.2 million in early 2023 and resale values of about AED 3.8 million to AED 4.9 million or more in 2026, which it describes as roughly 52 to 53% appreciation. It also notes individual units vary. That is marketing material, not a DLD transaction series, and it sits awkwardly beside the AED 4.0 million launch figure above. We would not rely on either number without seeing registered transfers.

The practical point is that Bay Villas and Bay Estate are different bets. Bay Villas is closer to completion, with a resale market where you can compare real transactions. Bay Estate asks for a smaller upfront share on the broker-reported plan but a far later handover, so more of your money is exposed to time.

What is Dubai Islands property selling for? Apartment prices

Dubai Islands apartment sales sit around AED 2,000 to AED 2,800 per sq ft depending on source and period, well above the Dubai-wide apartment figure. Most recent transactions are off-plan. The published figures:

Source Period Figure
Bayut (DLD-based) Last 12 months 5,052 sales, average price AED 3,583,000, average AED 2,764 per sq ft
DataHabibi (DLD data) Last 12 months 5,006 sales, median price AED 2.77 million, median AED 2,671 per sq ft
Truhauz (cites DLD and Property Monitor) Q1 2026 AED 1,800 to 2,200 per sq ft, 1,285 transactions
Property Finder sold tab (our average of the 10 rows shown) 15 to 16 October 2026 about AED 2,290 per sq ft, range AED 1,762 to 2,894, all off-plan

The Property Finder row is our own calculation from ten listed sales and should be read as a snapshot, not a market statistic. The Truhauz figure is lower than the 12-month numbers, which could reflect the shorter period or different filtering. For comparison, the Bayut index put Dubai-wide apartment prices at about AED 2,012 per sq ft in September 2026.

Note that most of these figures are apartments. Bay Estate townhouses and villas are a separate product, and the villa and townhouse figures on Dubai Islands are thinner because most registered sales are off-plan apartments.

What do the yield and growth claims really mean?

Treat yield and growth numbers on launch pages as marketing, not forecasts. One broker page cites marketing materials projecting “35 to 45% potential upside by 2028” and 6 to 8% rental yields after handover, and states plainly that these are marketing projections rather than guaranteed returns. We could not verify those figures against any registered rental or sales series for Bay Estate, because there is nothing to measure yet: the homes do not exist.

A fair way to think about it: a yield needs a rent, a rent needs a finished home, and the earliest reported completion for Bay Estate is years away. For context on what registered data shows for established villa communities, see our guides to gated community villas in Dubai and villas vs townhouses vs apartments.

What is the market backdrop in Q3 2026?

Residential sales values were sharply lower than a year earlier, and off-plan dominated what did sell. Cavendish Maxwell, as reported by Gulf Business, put Q3 2026 residential sales at more than AED 72.6 billion across about 34,000 transactions, with values down 47% and volumes down 38% against the same quarter last year. It put off-plan at 65% of residential value and 72% of transactions.

A Zawya-published release based on DLD figures gives AED 72.58 billion across 33,949 residential transactions, split into AED 41.58 billion across 23,457 off-plan transactions and AED 30.83 billion across 10,442 secondary transactions. By our arithmetic that is about 57% of value and 69% of transactions for off-plan, which differs from the consultancy’s percentages. The two sets of numbers agree on the direction, not the exact share. That release does not state a year-on-year change, so the 47% and 38% declines rest on the Cavendish Maxwell report.

What does this mean for a Bay Estate buyer? Developers launching in a quieter market compete for buyers, and the terms on offer can change. It also means that if you buy off-plan to resell later, you will be selling into whatever market exists in 2029 to 2031. Our deeper reading of the numbers is in Dubai property market correction 2026 and the Q3 2026 Savills vs Allsopp comparison.

How are your payments protected on a Dubai off-plan purchase?

Off-plan buyer payments must be paid into a project escrow account, and the project must be registered before sales begin. Law firm summaries of Law No. 8 of 2007 say developers must open a project-specific escrow account with a bank approved by the Dubai Land Department, that the account is supervised by the Real Estate Regulatory Agency (RERA), and that funds are released against verified construction milestones. The same summaries say the developer must register the project and receive RERA approval before signing SPAs or collecting payments.

Escrow protects how your money is used. It does not guarantee a delivery date, build quality or resale value. For the mechanics and how to verify an account before you pay, read our guide to Dubai escrow account rules. If the handover slips, your remedies depend on the contract and the law, which we explain in off-plan project delays and buyer rights.

Should you buy directly, through an agent, or wait and buy a resale?

There are three realistic routes, and each trades price, risk and timing differently.

Route What you get Main risk to check
EOI on Bay Estate First-sale price and the broker-reported plan, a chance at an allocation Allocation is first come, first served, and the final SPA terms can differ from the EOI material
Buy a Bay Villas resale A project with registered transfers to compare and an earlier reported handover Premium over launch price, an assignment fee and a seller’s outstanding balance on the payment plan
Wait and watch See the final price list, service charge and any developer incentives The first-release units and prices may be gone

If you are weighing a developer sale against an agent-led one, read buying off-plan directly from the developer vs through an agent. If you are considering a Bay Villas resale, the assignment process is covered in reselling an off-plan property before handover. For waterfront comparisons elsewhere in Dubai, see Dubai Harbour and Dubai Maritime City.

What should you ask before paying an EOI deposit?

Ask for everything that determines your real cost and timeline in writing before the money leaves your account.

  1. Is the EOI deposit refundable, in what circumstances, and how quickly?
  2. What is the final price for the exact unit, not the type average?
  3. What is the payment schedule, and is the 4% DLD registration fee included, split or on top?
  4. What is the handover date in the draft SPA, and what is the remedy for delay?
  5. What is the expected service charge per sq ft, and who sets it?
  6. Which escrow account will receive your payments, and has the project been registered with the Dubai Land Department?
  7. For plots, what are the building regulations, and could marine or environmental assessments change what you can build?
  8. Is the broker handling your EOI registered, and is the EOI lodged in your own name?

The DealDeed page notes that plot controls come from Nakheel’s draft regulations, which are finalised with the SPA and “can be tightened by marine assessments”. That is the kind of condition that changes a plot purchase, and it is worth reading before you commit.

Frequently asked questions

What is Bay Estate on Dubai Islands?

Bay Estate is a Nakheel community on Island E of Dubai Islands. It comprises about 357 townhouses and villas plus 60 villa plots, in three collections called Cala, Verda and Agora, with swimmable lagoons, according to Nakheel’s reported sales material and the trade press.

How much does a Bay Estate townhouse cost?

Nakheel’s price sheet, as reproduced by brokers, gives an average of AED 5.9 million for a three-bedroom townhouse and AED 6.9 million for a four-bedroom townhouse. Some older broker pages show AED 5 million or AED 5.5 million. Confirm the price for the exact unit in writing.

What is the Bay Estate payment plan?

The detailed broker pages list 60/40 for homes: 20% on booking, 40% in seven instalments between March 2027 and April 2029, and 40% on handover. Some pages show 80/20 or 25/55/20 instead. The SPA is what binds you.

When will Bay Estate be handed over?

Nakheel is reported to estimate construction completion in January 2031. Other pages say December 2029 or 2028 to 2029. Nakheel’s October trade release did not state a date, so use the SPA date and ask about delay remedies.

How much is the EOI deposit and is it refundable?

DealDeed reports an AED 100,000 deposit, refundable if no allocation is made, lodged through a registered broker on Nakheel’s portal. Confirm the terms with your broker before paying.

Is Bay Estate better than Bay Villas?

They are different. Bay Villas is further advanced, has a resale market and a reported earlier handover, though resale asking prices are not sale prices. Bay Estate is newer, priced at a reported premium of 11% to 39% per sq ft over 2026 Bay Villas resales according to M&M Real Estate, and delivers much later.

What are the rental yields on Dubai Islands?

There is no registered rental history for Bay Estate because it is not built. The 6 to 8% yields quoted on some launch pages are marketing projections, not guarantees. For finished properties, check actual tenancy registrations for the specific building.

Are my payments safe on an off-plan purchase?

Under Law No. 8 of 2007, as summarised by law firms, buyer payments go into a project escrow account and are released against construction milestones. That protects how funds are used, but it does not guarantee delivery dates or resale value.

Does a Dubai Islands purchase qualify for the Golden Visa?

Broker and law-firm sources say off-plan property can qualify when the registered value reaches AED 2 million, but they disagree on the payment stage required and the timing. Check the current position with the Dubai Land Department or a Sanaya agent before relying on it. Our Golden Visa guide explains the route.

Should I wait for a better price on Dubai Islands?

Q3 2026 residential sales values fell sharply year on year according to Cavendish Maxwell, so developers may offer incentives later. But first-release units and plans are limited, and nobody can promise a lower price. Decide on the basis of the unit, the SPA terms and your own timeline.
