Buying Dubai Property From Pakistan in 2026: Remittance Limits, the Banking Route and Where Guides Disagree

Downtown Dubai skyline with the Burj Khalifa, Dubai Fountain and Dubai Mall on a clear day

You can buy property in Dubai from Pakistan without living in the UAE, because Pakistani passport holders may buy freehold property in Dubai’s designated areas like any other foreign national. The hard part is not Dubai. It is the money: whether the funds can lawfully leave Pakistan, or whether they are already outside it. Broker guides tend to blur that line, and several quote a “USD 100,000 limit” with no regulator citation.

Published: 31 October 2026

This guide splits buyers into two groups, residents of Pakistan funding from Pakistani rupee accounts, and Pakistanis living abroad funding from overseas income. It then walks through the Dubai-side steps and costs. It is general information, not legal, tax or foreign-exchange advice. We could read one chapter of the State Bank of Pakistan (SBP) Foreign Exchange Manual this session, not the whole manual, and we say so where it matters. Confirm every Pakistan-side point with your authorised dealer bank and a qualified adviser before any money moves.

Can a Pakistani citizen buy property in Dubai?

Short answer: Yes. Foreign nationals, including Pakistanis, can buy freehold property in Dubai’s designated freehold zones, with registration handled by the Dubai Land Department (DLD). No UAE residency is needed to own, and the purchase can be completed remotely with a power of attorney. Our step-by-step foreigner buying guide covers the full process.

Pakistani buyers are a large group. DXBinteract data cited by Harbor Real Estate put Pakistani buyers at about 6.9% of Dubai purchasing activity in early 2026, fifth behind India (20.6%), the UK (13.3%), Egypt (12.6%) and the US (about 9%). Some brokerage pages claim 10% to 11%. The difference is down to what each source measures, and we found no official DLD release that breaks out buyers by nationality. Treat “about one in fifteen” as a market estimate, not a government statistic.

What decides your route: resident or non-resident of Pakistan?

Short answer: Where your money is, and your tax and exchange-control residency, decide the route. Funds already held abroad (Gulf, UK or US earnings, for example) are not gated by an SBP remittance step, because they never leave Pakistan. Rupee funds held in Pakistan are a different matter and need a bank-led check first.

Point Funds already outside Pakistan Rupee funds held in Pakistan
Typical buyer Pakistani working or living abroad, or family money already held overseas Resident of Pakistan with savings in a local bank
Does money leave Pakistan? No, it is paid from the overseas account Yes, an outward remittance is needed
Pakistan-side gate No SBP remittance step; tax declaration rules still apply Authorised dealer bank must confirm whether any permission covers it
What broker pages say Most buyers use this route SBP “does not permit” it through normal channels (EquityEdge); others quote a USD 100,000 figure
What we could confirm Consistent across broker pages, not tested against a primary source See the next section

The right-hand column is where guides disagree, so it needs a closer look.

Is there a USD 100,000 limit for sending money from Pakistan to buy Dubai property?

Short answer: We could not find one. The figure appears on a few broker pages with no SBP circular behind it, and in the part of the SBP manual we read, USD 100,000 appears only in rules for companies, not for individuals buying property.

Here is what we actually read. SBP Foreign Exchange Manual Chapter 20 (Securities) allows an authorised dealer to remit up to USD 25,000 per calendar year for a resident individual’s investment in shares of listed companies abroad, with a maximum 1% stake in any one company. It also sets USD 50,000 a year for employee share option plans. The USD 100,000 figure in that chapter is a company threshold: for IT companies, remittance is allowed up to the higher of three-year average net profit or USD 100,000, and for exporters the interbank-funded cap is the higher of 10% of average export earnings or USD 100,000. None of this concerns an individual buying a flat.

What we did not find matters more. We found no general permission in that chapter for a resident individual to remit rupee-sourced funds abroad to buy immovable property. That is not proof that none exists elsewhere in the manual, and it is not proof of a ban either.

Source What it says Primary source cited?
EquityEdge Pakistan page SBP “does not permit resident individuals to remit funds abroad for property purchase” through normal personal channels No
Oplus Realty comparison table Lists “USD 100K via SBP approval” No
Offplans.com and G12 pages No mention of any remittance limit Not applicable
SBP FE Manual Chapter 20 (read this session) USD 25,000 a year for listed shares; company-level USD 100,000 thresholds Yes, but silent on property

One more number gets mixed in. A Pakistani tax residents’ foreign-asset declaration threshold of USD 100,000 appears in a search summary, which is a reporting figure, not a remittance cap. We could not verify it on an FBR page this session, so we do not rely on it here.

What to do: if your money sits in Pakistan, do not send a booking deposit on the strength of a broker’s assurance. Ask your authorised dealer bank, in writing, what permission covers the transfer and what documents it needs. If the answer is no, the lawful route is funding from foreign-earned money already outside Pakistan.

How should overseas Pakistanis pay?

Short answer: Pay from the overseas account in which the income was earned, in the currency that account holds, and convert to dirhams at the sending bank or an FX provider. The money goes to the entity named in the contract or the official registry, never to an agent’s personal account.

Our guide to sending money for a Dubai property purchase explains bank versus FX provider costs in detail. In outline:

  1. Off-plan unit: the booking deposit and instalments go into the project’s escrow account named in your sales and purchase agreement. See our escrow account rules guide to verify it first.
  2. Resale (ready) property: the balance is normally settled by manager’s cheque or transfer at the DLD-registered trustee office on transfer day.
  3. DLD fees: paid at the trustee office or through DLD-accepted channels.

Keep a paper trail from the first transfer. Banks and trustee offices ask for proof of where the money came from, so salary slips, bank statements and tax filings that show the funds were earned legitimately will save weeks.

What does it cost, in dirhams and in US dollars?

Short answer: Budget about 6% to 7% on top of the price for a resale, before any mortgage. The dirham is pegged at 3.6725 to the US dollar, so AED 1,000,000 is about USD 272,300; the rupee side we leave to your bank’s live rate, because we did not verify a rate this session.

The figures below follow the fee schedule in our Dubai property buying costs guide and apply for a resale apartment valued at AED 500,000 or more.

Cost item AED 1,000,000 apartment AED 2,000,000 apartment
DLD transfer fee (4%) AED 40,000 AED 80,000
Trustee registration fee (AED 4,000 + 5% VAT) AED 4,200 AED 4,200
Title deed fee (apartment) AED 580 AED 580
Agency commission (2% + 5% VAT) AED 21,000 AED 42,000
Total AED 65,780 AED 126,780

Off-plan purchases differ: many developers absorb or waive the DLD fee as a sales incentive, so confirm in writing. Mortgage costs are separate. If you plan to finance, read can a foreigner get a mortgage in Dubai and mortgage versus cash before you commit.

How does a power of attorney work if you cannot travel?

Short answer: A power of attorney (POA) lets a trusted person sign and register on your behalf, but since DLD Circular No. 29/R/2025 it must name the transaction and the property, and the Registrar verifies it electronically. A generic “manage my property” POA is likely to be rejected.

For a POA signed in Pakistan, the UAE Embassy in Islamabad’s attestation page and law-firm summaries describe this sequence:

  1. Sign the POA before a local notary or legal authority in Pakistan.
  2. Attest it at Pakistan’s Ministry of Foreign Affairs (MOFA).
  3. Attest it at the UAE Embassy in Islamabad. The embassy says the original document is needed and that documents apostilled in a bundle are not accepted.
  4. Complete UAE-side attestation if the embassy route does not already cover it. The UAE is not a party to the Hague Apostille Convention, so a full legalisation chain is used.
  5. Have it translated into Arabic where required for use inside the UAE.

Fees and timings vary and agent pages quote different ones, so we give none. Read our power of attorney guide for the wording rules before you instruct a notary, and keep the POA narrow: one property, one transaction, one verified holder.

What documents will you be asked for?

Short answer: Expect a valid passport, proof of address, proof of income or source of funds, and the signed contract documents. Our documents checklist lists them for each stage. Have proof of how the funds were earned ready for the source-of-funds conversation, since banks and trustee offices commonly ask for it.

Do you pay tax in Pakistan on Dubai rental income?

Short answer: Sources disagree, and the position has shifted through litigation. Everyone agrees a Pakistan tax resident should declare foreign assets and income. Whether the rent is taxed in Pakistan is contested, so take advice from a Pakistani tax adviser before you buy for yield.

Date Source Position reported
2019 FBR statement, as reported Dubai property income is declarable but not chargeable in Pakistan, because the tax treaty gives the taxing right to the source country
31 October 2022 FBR letter, as reported Rental income from property outside Pakistan is taxable in the hands of a Pakistan resident, with credit for foreign tax paid
23 October 2024 (reported 23 December 2024) Appellate Tribunal Inland Revenue, per Profit by Pakistan Today Rental income and capital gains of resident Pakistanis from UAE and UK property are not taxable in Pakistan under the treaties

We read the Profit report of the 2024 tribunal ruling directly. The 2019 and 2022 items come from search summaries of press reports and we could not open the underlying FBR documents, so verify them. Business Recorder also reported that the Islamabad and Lahore tribunals reached opposite results at different points. We could not confirm whether a higher court has settled the point since late 2024.

On the UAE side, our guide to rent versus buy and the short-term versus long-term rental guide explain the running costs that reduce your net yield.

Can Pakistani buyers get a UAE visa through property?

Short answer: Yes, two routes exist. The 10-year Golden Visa through property needs AED 2,000,000 in qualifying property value. A renewable 2-year property investor visa has been reported as having no minimum value for a sole owner since April 2026, with an AED 400,000 minimum share for each joint owner.

Read the Golden Visa guide and the 2-year property investor visa guide, which sets out where sources disagree on the 2026 change. A visa is a reason to check eligibility before you choose the property, not a guarantee the purchase will qualify.

How do you avoid scams when buying from abroad?

Short answer: Verify the project, the escrow account and the seller’s authority before you pay, and never pay into a personal account. Remote buyers cannot inspect a site or office, so the paperwork checks matter more.

  • Check the property and project registration on DLD channels. Our guide to verifying a listing is legitimate walks through the RERA and DLD checks.
  • Take the escrow account details from the signed sales and purchase agreement, not from a chat message.
  • Be wary of anyone who says the SBP “approved” a transfer without showing the bank’s own written confirmation.
  • Treat “guaranteed” yields and “limited-time” payment plans as sales language and ask for the schedule in writing. Our off-plan payment plans guide shows how to read one.
  • Compare your route with our parallel guides for buyers from India and from the UK, where the home-country rules are different.

Frequently asked questions

Can I buy property in Dubai from Pakistan without visiting?

Yes. Reservation, contract signing and payment can all be handled remotely, and a correctly attested power of attorney covers any step that needs a person at the trustee office. Some buyers still prefer one visit before paying, which is a sensible precaution.

Is there an SBP limit of USD 100,000 for buying property abroad?

We could not find one. The figure appears on broker pages with no primary citation. The SBP Foreign Exchange Manual chapter we read sets USD 25,000 a year for a resident individual’s listed-share investment and uses USD 100,000 only in company-level rules. Ask your authorised dealer bank for written confirmation.

Can overseas Pakistanis buy Dubai property with foreign earnings?

Yes. Money already earned and held outside Pakistan does not need to be remitted from Pakistan, so the SBP remittance question does not arise. Tax declaration obligations in Pakistan may still apply depending on your tax residency.

How much does it cost on top of the price?

For a resale apartment of AED 500,000 or more, roughly 6% to 7%: the 4% DLD transfer fee, AED 4,200 trustee fee, AED 580 title deed fee and 2% agency commission plus VAT. Off-plan costs differ by developer.

Can I get a mortgage as a Pakistani non-resident?

Some UAE banks lend to non-residents, but loan-to-value caps and documents vary by bank and nationality, and sources disagree on the numbers. See our mortgage guide linked above and confirm with the bank.

Do I need a UAE bank account?

Not necessarily to buy, since payments can go by international transfer to escrow or the trustee office. Many owners open one later for service charges and rent. Ask your agent which payments are due and in what form.

How long does the purchase take?

A resale transfer typically takes two to six weeks from signed memorandum of understanding to title deed, per our foreigner buying guide. Off-plan timing depends on the developer’s handover schedule.

Is my rental income taxed in Pakistan?

It is contested. Tribunal rulings reported in 2024 favour taxpayers, while an FBR letter of October 2022 took the opposite view. Declare the asset and get tax advice.

Which visa can I get through a Dubai property?

A 10-year Golden Visa from AED 2,000,000 in qualifying property, or the renewable 2-year property investor visa under rules reported from April 2026. Confirm eligibility with the DLD before you buy.

Can a family member sign for me?

Yes, if the POA is worded to the DLD’s transaction-specific requirements, attested through the Pakistan and UAE chain, and verified by the Registrar. A generic POA is likely to be refused.
